JOB SUMMARY:

The Network Director Emergency Management, Security and Environmental Health & Safety provides leadership during events including activation of Hospital Incident Command. Oversees coordination of Security, EH&S and Emergency Management programs and acts as the single point of contact across the health system during emergency events. Develops a Network Security, EHS and Emergency Management structure(s) that best serves the UVM Health Network partners.

Primary responsibilities are:
*Develop Security, EH&S, and Emergency Management policies and procedures across UVM Health Network locations and UVM Medical Center.
*Oversees all hazards approach to emergency planning, business continuity and response activities for all UVM Medical Center owned and leased properties and ensures consistence approach across Network programs and properties. Activities include, but are not limited to, risk assessments, program and policy development, and training and exercise planning oversight.
*Leads Network Hospital Incident Command that includes and incorporates all Partner Incident Command Centers in all mission areas: Prevention, Protection, Mitigation, Response, and Recovery.
*Develops, distributes, and maintains communication protocols and documentation, which may include emergency contact trees, emergency response hierarchy, and other records.
*Develop network policies and procedures that facilitate compliance and program implementation. Ensure the facilities meets all standards and compliance with federal regulations related to emergency management planning, security and environmental health and safety, such as The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), National Fire Protection Association (NFPA), Centers for Medicare & Medicaid Services (CMS), and Department of Homeland Security (DHS) regulations and standards.
*Coordinates emergency preparedness plan(s) for facilities, ensuring OSHA and EPA requirements, national and local fire protection codes, and industry requirements are addressed and implemented. When applicable, submits plans to appropriate regulatory agencies in a timely manner.
*Develop relationships and collaborate with Network partners/ stakeholders, internal and external partners/stakeholders to the organization, such as: other local hospital disaster coordinators, the area healthcare coalition, and emergency medical services, public health, fire, and law enforcement agencies.
*Collaborates with federal agencies and resources, such as FEMA.

The scope of this position includes the UVM Medical Center (hospital occupancy), the Fanny Allen Campus (hospital occupancy), Satellite Clinics (business occupancy), and Dialysis Sites (ambulatory occupancy) and other UVMHN locations as needed. This position acts as resource to other UVMHN locations and supports UVMHN Network Emergency Management needs during events as well as coordinates and interfaces with Network partners.

EDUCATION:

  • Bachelor's degree in a related field or equivalent experience

  • Master's degree preferred.

  • Certified Healthcare Emergency Professional (CHEP) or Certified Emergency Manager (CEM) certification preferred.

EXPERIENCE:

  • A minimum of 10 years Emergency Management, Law Enforcement, Security and/or Environment Health & Safety management or equivalent experience required.

  • Experience in a hospital setting preferred.
